MEETING MINUTES

Meeting on Tuesday 10th September 2019

5. Planning and Development*
Current and ongoing planning applications will be discussed at the meeting and comments will be made: –

Location: Warren Signs, Little Eastfield Holdings, Wolf’s Lane, Chawton, Alton, GU34 3HJ

 

Proposal: B2 development providing a replacement building comprising a workshop, office area, mess room, storage and welfare facilities following demolition of existing outbuildings (as amended by plans received 3 September 2019)

Comment(s): The Council will object to this application as it is wholly inappropriate for a setting adjacent to a National Park and the entrance to a village with international historical value and will consult with Mark Kemp-Gee and Alton Town Council.

 

 

Location: Pepperpot Nursery, Selborne Road, Alton GU34 3HL – Agricultural 3 bedroom dwelling.

Chawton Parish Council objects to the proposal on the grounds that new developments (except for a very specific purpose) outside the Settlement Policy Boundary and in the SDNP are detrimental and should be primarily opposed on the grounds on preventing settlement expansion. Chawton Parish Council believes there is not an essential need for workers to live permanently on this site which would be the only basis for a new dwelling in National or South Downs policy.

Local Plan – EHDC require 2 large sites for 600+ houses in each, 10 sites have been proposed including Chawton Park Farm. The Council would encourage all residents to respond to this plan with both objections and support for sites. The next public consultation is Saturday 14th Alton Assembly Rooms 10am-2pm. There will be a presentation by the developers of the Chawton Park Farm proposal on Friday 4th October at 7pm the Village Hall.

 

 

*-The Parish Council can make observations regarding the Parish as a whole and comment on applications made but there is no guarantee that these comments will impact the ultimate decision.

6. General Activity
Discuss and review the ongoing objectives and activities of the Parish Council.

6.1 – Parking, Road Safety and Traffic Management

6.1.1 Hybrid Line Scheme –the final consultation is forthcoming and it is hoped implementation will follow as soon as agreed.

6.1.2 Parking – The main village car park has been re-lined, and Council will action the cutting of hedges

6.1.3 Car Park Lease – As Fullers have been taken over, the negotiations have been delayed but the Council hope to take on the Lease shortly. Cllr Pascoe will follow up.

 

6.2 – Footpaths and Cycleways

6.2.1 Footpaths, Byways and BOATS – Cllr Williamson has prepared a paper regarding these and has forwarded to Mark Kemp-Gee and all members of the Council. Once the work on the local plan is complete, the Clerk will assist Cllr Williamson.

6.2.2 Improved Cycle Paths and Cycle storage – Cllr Perring is in discussion with Farringdon PC regarding the potential of an improved cycle path between Chawton and Farringdon.

 

 

6.3 – General

6.3.1 Ball – this year’s ball was a great success and the PC hope to repeat the event next year.

6.3.2 Information Lecterns – Ideas and costs have been shared but put on hold whilst the Local Plan takes priority.

6.3.3 Traditional Telephone box – A quote has been requested from a local builder. Once a date for the concrete base has been agreed a telephone box will be ordered.

6.3.4 Village Litter Bins – 3 new bins have been ordered, once all have arrived, they will be installed.

6.3.5 Village Appearance – Hampshire Highways have recently weeded the pavements throughout the village.

 

7. Financial Review
Finance – Clerk £255 + £143.75 overtime / R Channon £40 village centre mowing / Semrah £494.40 park/cemetery mowing / Broxap – new bins £777.48

 

8. AOB.
 

Gillian Watts and Tom Yendall presented a proposal for a Flat Spaces dwelling in Chawton. Flat spaces is a charity providing accessible holiday accommodation for the severely disabled in flat space bungalows. For more information go to www.flatspaces.co.uk

They plan to apply for planning permission to build accommodation at the end of Ferny Close.

 

Members of the public may make representations, answer questions and give evidence at a meeting in respect to items on the agenda.

·         The period of time designated for public participation at a meeting shall not exceed 10 minutes and a member of the public shall not speak for more than 3 minutes unless directed by the Chairman of the meeting.

Please inform the Clerk at least three days prior to the meeting providing any relevant paperwork for the Council if you wish to participate during this session.

The Council undertakes to listen to the speaker and may ask questions of clarification they are not required to answer questions raised during the same session.
